Google Cloud doesn't gate co-sell behind one revenue number like Microsoft does — it uses a tier and specialization system instead. The effect on an early-stage ISV is similar either way.
A tier system, not a single bar
Google Cloud structures its partner program — Partner Advantage — differently than AWS or Azure. Instead of one binary "eligible or not" threshold, partners are stratified into tiers: Select at the entry level (foundational knowledge and some demonstrated customer success), Premier in the middle (significant investment in certified technical resources and a consistent track record at scale), and Diamond at the top (the deepest commitment to Google Cloud and a portfolio of large, complex deployments).
Specializations layer on top of tier
Separately from tier, Google Cloud awards Competency and Advanced Competency status across specific product areas (Chrome, Gemini Enterprise, Google Maps Platform, Looker), solution areas (AI, application modernization, data & analytics, databases, infrastructure, security), and industries (financial services, healthcare & life sciences, manufacturing, retail, public sector, and others). A partner's visibility in Google's "Find a Partner" directory, and the co-sell attention that comes with it, tracks these specializations as much as tier itself.
What this means for co-sell and Marketplace visibility
Google Cloud doesn't publish a single revenue number the way Microsoft does for IP co-sell. Instead, access to real co-sell support and Marketplace promotion is a function of tier, validated specialization, and a live Marketplace listing together — which in practice takes the same thing AWS and Azure require: sustained production history and demonstrated customer outcomes, just measured through a competency framework instead of a hard revenue line.
The practical takeaway for an early-stage ISV
Don't wait for Diamond tier to start building the relationship. Google Cloud's partner organization, like AWS's and Microsoft's, has individual partner managers with real discretion over which early-stage companies they champion internally. Getting your Marketplace listing live and starting a specialization application is the on-paper work; getting known to the right partner manager is what actually moves you faster than the tier system alone would.
